MCLEAN, Va., Nov. 6, 2026 /PRNewswire/ -- Shulman Rogers is pleased to announce that Alison Mullins has joined the Firm as a Shareholder in the Construction Law and Litigation practices, based in the McLean office.
Alison represents architects, engineers, contractors, subcontractors, design professionals, and property owners in construction disputes and litigation across Virginia, Maryland, and the District of Columbia. On the front end, she reviews and negotiates contracts, evaluates risk, and advises clients on the business practices that keep a project on track. The goal, as she puts it, is to catch problems before they become disputes. When a dispute does happen, she negotiates, mediates, arbitrates, and litigates issues involving contract enforcement and payment, and has represented clients in complex commercial and residential construction matters before judges and juries in all three jurisdictions.
"Alison is a great fit for our construction group," said Matt Hjortberg, Chair of Shulman Rogers' Construction Law practice. "She's worked in-house at an architectural firm, run her own practice, and litigated cases through verdict, so she understands a project from every angle a client might need her to. Clients across Virginia, Maryland, and D.C. are going to benefit from that range."
Before joining Shulman Rogers, Alison was a founding partner at her own firm. Earlier in her career, she worked as a contracts manager and in-house counsel at a large architectural firm in Northern Virginia, an experience that shaped how she thinks about what clients actually need from outside counsel.
Alison is a Fellow of the Construction Lawyers Society of America and an elected member of the Virginia State Bar Council for the 19th Circuit. She has also held leadership roles with the Virginia State Bar's Construction Law and Public Contracts Section and the Virginia Women Attorneys Association, including as President of the Association's State Board.
Alison earned her J.D. from Roger Williams University School of Law and her B.S. from Southern Connecticut State University. She is admitted to practice in Virginia, Maryland, and the District of Columbia, as well as the U.S. District Courts for the Eastern District of Virginia and the District of Maryland, the U.S. Supreme Court, and the Bankruptcy Court for the Eastern District of Virginia.
"I'm excited to join Shulman Rogers," said Alison. "Construction disputes move fast, and clients need a lawyer who's already thought through the contract, the relationships, and the practical realities of the project, not just the legal theory. That's how I like to work, and it's how this firm works."
Shulman Rogers continues to grow its construction and litigation capabilities to meet client demand across the region. Alison's addition strengthens the Firm's ability to guide clients through every stage of a construction project, from the contract table to the courtroom.
